Build with Go 1.26.9 to fix two net/http vulnerabilities - #317

govulncheck flags GO-2026-6613 and GO-2026-6617 in net/http@go1.26.8, both fixed in go1.26.9. Bump the pin in go.mod, the Dockerfile, the release build script and the source-build docs.

govulncheck (the required
vulnerabilitiescheck) now fails on every PR: GO-2026-6613 and GO-2026-6617 innet/http@go1.26.8, both fixed in go1.26.9.This bumps the Go pin in
go.mod, the Dockerfile,scripts/build-cli.shand the source-build docs (README, CONTRIBUTING, landing page, docs, llms.txt) from 1.26.8 to 1.26.9, and adds a changelog line. It's a patch release on the same 1.26 line, so the MIPS64 note about avoiding Go 1.27 still holds.Unblocks #313.
