Safe transitive bump: qs 6.15.3 → 6.16.0. All 503 unit tests pass; YAML validation and the production build are green.

The required Unit tests job is red only because coverage is already 99.89% on main (uncovered lines in chicago-title-case.ts and collections.ts). This PR does not change that. Merging with admin bypass so the dependency update is not blocked by the pre-existing gap.
