Add Auto/Performance/Quality streaming quality mode to viewer

[Copilot]

Adds viewer-controlled streaming quality modes to the remote control session, allowing users to trade image fidelity for bandwidth/latency based on their network conditions.

Changes

Shared

• New RemoteControlQualityMode enum: Auto (0), Performance (1), Quality (2)
• New SetQualityModeDto for viewer→agent communication
• DtoType.QualityMode = 29 added

Desktop Agent (Desktop.Shared)

• IViewer gains QualityMode property
• Viewer.ApplyAutoQuality() replaced with a 3-mode strategy:
  • Auto: decreases JPEG quality (floor: 40) when RTT > 200ms or frame lag > 500ms; recovers toward 80 when RTT < 100ms and backlog clears
  • Performance: fixed quality = 40
  • Quality: fixed quality = 100
• DtoMessageHandler handles incoming QualityMode DTOs, updating the viewer's mode at runtime

Viewer UI (TypeScript + HTML)

• New RemoteControlQualityMode TypeScript enum mirroring C# values
• MessageSender.SendQualityMode(mode) sends the DTO to the agent
• Quality Mode button added to the extras menu; opens a popup submenu with three options (Auto/Performance/Quality) — active mode is highlighted with the existing .toggled class
• UI.ts references and InputEventHandlers.ts wiring added
