ci: build and run consensus_sim + pm unit tests on push/PR - #162

None of the existing workflows executed tests/. This mirrors the distro-Boost build job, enables BUILD_CONSENSUS_TESTS, builds the five test binaries and runs ctest with the ASan/UBSan options documented in tests/consensus_sim.
… set First run: 5/6 passed, pm_props_validate 'Not Run' because its binary was not in the make target list.
