The shelter testnet cannot take HF15 through activation (it is in emergency consensus, where the committee neither votes nor is counted, so next_hardfork stays pinned to the current version), so the pre-production activation check needs its own chain. This branch exists only to produce that image: CHAIN_HARDFORK_15_TIME is moved to 2026-09-27 10:30:00 UTC in the production config so a private chain started from the testnet snapshot activates the fork on the clock, letting the acceptance run against it (b_share migration behaviour, the mode=1 gate, the commit-reveal path). Never merge this branch: the production date lives on `pm`.
