The question is reflected in the titile name...

For the MP version, it was (based on TF2 branch which adds many features, but not all, from HL2 20th Anniversary). For SP version, it's still the same back in 2014 and 2015.

The SP SDK isn't needed anymore, since this can do singleplayer too. They just need to fix save-restore and the local network backdoor to work with singleplayer(maxplayers 1).
