docs(m14): track release-trust subtasks in README

Summary

• Add an M14 subtask table with per-gate progress bars, statuses, and evidence/remaining-work notes.
• Keep the roadmap-level M14 progress at 70%; clarify that the subtask bars are not averaged into that rollup.
• Reconcile the AI progress block to merged PR governance: prevent recursive state-only reconciliation loops #144 and the current M14 work.

• Gate A/A2 is shown verified from the live ruleset readback and committed attestation.
• Environment/immutable-release admin state, signing, publication, real-target, and restore evidence remain explicitly unverified, deferred, or not run.

Failure diagnosis and repair: the failed exact-head runs on d9793944dde9fdada1cf3041bc01bf1160504796 both identified README AI progress block stays synchronized with compact state. The README, docs/ai-state/CURRENT-STATE.yaml, docs/ai-state/COORDINATION-QUEUE.yaml, and docs/ai-state/LAST-CHECKPOINT.md have now been synchronized in one follow-up source commit at c2ad9c6cd4a309e9daefc3717bfaf26a98b2cb8b. The synchronization assertions now match for work, active PR/branch, last completion, next action, and queue state. New exact-head CI 37791738161 and Windows Certification 37791738152 are queued. Do not merge until every required check on this new SHA is terminal green.
