Closes #1328

Implements the owner-requested AI-Native execution cadence without broadening privilege.

  • removes the one-user-turn/one-milestone stop boundary;
  • checkpoints milestones but continuously selects the next safe authorized lane;
  • parks WAITING_EXTERNAL / authorization-gated / dependency-gated lanes instead of idling the workspace;
  • prevents repeated confirmation prompts for ordinary reversible fixes, errors, module selection and continuation;
  • suppresses numbered next-action prompts while autonomous development is active;
  • keeps production/destructive/provider/legal/credential/deploy/release boundaries fail-closed;
  • records active consent cadence and compact state;
  • updates README Current AI-Native Development Progress with a visible 100% governance progress bar;
  • updates the timeout-resilient governance smoke contract so CI enforces the new continuous-execution state fields.

Cross-policy self-audit also removed the same stop-loop semantics from:

  • Engineering Execution Governance;
  • Runner Benchmark execution policy;
  • Portable Timeout-Resilient AI Flow Prompt.

Governance/coordination policy, compact state, README live truth, and governance-only contract testing only. No product runtime, package, dependency, migration, provider, deployment or release mutation.
