Validate SQLITE_BUSY_TIMEOUT before casting it.
A defined value can be false or non-numeric. The current cast converts both to 0, which disables the wait instead of preserving the 10-second default. It also truncates fractional values and passes negative integers to the driver. Preserve 0 as valid. Treat invalid values as omitted and pass null so the driver applies its default. Apply the same validation in install-functions.php.

Summary
Closes #548.
WP_SQLite_Connectionalready accepts atimeoutoption for SQLite's busy timeout. NeitherWP_MySQL_On_SQLitenor the plugin passed one in, so every site waited the default 10 seconds for the write lock, then failed withSQLSTATE[HY000]: General error: 5 database is locked. This shows up on hosts that serve one site from several PHP processes. Writes take turns without trouble, but a request that holds a write transaction past the timeout makes every other writer fail instead of wait. WordPress Studio runs a pool of native PHP workers per site and hits this case: a long transaction in one worker fails a concurrent
wpdb->insert()in another, on GET and POST requests alike. A development host would rather wait longer than show the user an error.Changes
sqlite_timeoutdriver option.WP_MySQL_On_SQLiteaccepts asqlite_timeoutoption (whole seconds) and passes it to the connection'stimeout. When it is omitted, the connection default of 10 seconds applies, as before.SQLITE_BUSY_TIMEOUTconstant. The plugin reads an optionalSQLITE_BUSY_TIMEOUTconstant fromwp-config.phpat both of its connection sites (WP_SQLite_DB::db_connect()andsqlite_make_db_sqlite()), the same way it readsSQLITE_JOURNAL_MODE.Testing
