docs(a11y): Update accessibility documentation for Accessory and Selection Group - #4233
Moves accessibility documentation previously on the Design Site to the canvas-kit repository where it belongs. Fixes incorrect heading structure and removes unnecessary headings.
Updated the accessory documentation hierarchy by promoting the Accessibility heading and removing individual component headings from the API section while retaining its entries.
Updated selection-group accessibility guidance to identify the icon as a non-color selection indicator, recommend clarifying selection mode before interaction, and caution that selected borders may conflict with focus indicators.
