fix: Give Sigstore a real timeout when lerna publishes with provenance - #4234
Publish to npm keeps failing on support and master with Sigstore TLOG_CREATE_ENTRY_ERROR (409). #4232 hardened the recovery step, but the first release after it merged (v15.1.17) still failed, leaving 5 of 13 packages unpublished. This PR fixes the cause of the 409 instead of retrying around it.
The 409 is self-inflicted. lerna does not pass npm's fetch-timeout to Sigstore, so each provenance upload to Rekor (Sigstore's transparency log) uses Sigstore's 5 second default. When Rekor takes longer than 5 seconds, this happens:
The client gives up on a request that Rekor has already committed.
It resends the same entry.
Rekor answers 409 an equivalent entry already exists.
Sigstore treats that as fatal.
No other job and no earlier run caused these conflicts. Each publish collided with the entry it had just written itself.
The fix adds "publishConfig": { "timeout": 300000 } to the 13 published packages. That is npm's own default fetch-timeout, and it is the only way to get a numeric timeout through lerna to Sigstore without patching lerna.
Evidence
1. Every conflicting Rekor entry was created by the same publish call, seconds earlier. Each 409 in the v15.1.17 log names the UUID of the entry it collided with. I looked up all 29 in Rekor's public API. Every one was integrated 2 to 11 seconds before its own 409:
The other 25 follow the same pattern. This also explains why the #4232 recovery loop could never succeed:
Every retry signs a new entry, so it can hit the same timeout again.
A package that is already on npm also fails with the 409. It never reaches npm's "already published" response, because Sigstore signs before npm answers.
2. Sigstore's defaults explain the timing. The sigstore package used by lerna (4.1.1 here, and still in the latest 5.0.0) has these defaults:
5 second timeout and 2 retries: node_modules/sigstore/dist/config.js:25-26.
fetchOnConflict: false hard-coded for the Rekor witness: node_modules/sigstore/dist/config.js:105. With this off, a 409 is fatal instead of "fetch the entry that already exists".
The npm CLI maps fetch-timeout (default 5 minutes) onto the timeout option Sigstore reads. lerna's npmPublish (node_modules/lerna/dist/index.js:6198) builds its options from npmConf and never makes that mapping, so opts.timeout is undefined and Sigstore falls back to 5 seconds.
3. Reproduced locally with the real @sigstore/signTLogClient against a fake Rekor that commits the entry but takes 7 seconds to answer:
timeout=5000 POST #1 at 0.0s, POST #2 at 6.0s
-> TLOG_CREATE_ENTRY_ERROR (409) an equivalent entry already exists in the transparency log
timeout=60000 POST #1 at 0.0s, no retry, no conflict
timeout="60000" no request sent -> ERR_INVALID_ARG_TYPE The "timeout" argument must be of type number
4. Confirmed with real lerna. I ran lerna publish from-package (lerna 9.0.1) in a throwaway repo against a fake registry, with libnpmpublish.publish replaced by a recorder so nothing was published:
Configuration
opts.timeout lerna passes to libnpmpublish and Sigstore
today (no setting)
undefined, so Sigstore uses 5000
publishConfig.timeout: 300000
300000 (number)
npm_config_timeout=300000 env
"300000" (string, which breaks every publish)
Approaches ruled out
npm_config_timeout / .npmrctimeout. lerna's config has no type for timeout, so the value stays a string, and Sigstore's HTTP client throws before sending anything. speclynx/apidom#602 tried this approach.
lerna.jsoncommand.publish options. These never reach the publish options, because lerna builds them from a fixed list of keys (node_modules/lerna/dist/index.js:11349).
Disabling provenance. lerna 9 forces provenance on when it publishes through npm trusted publishing (OIDC) from a public repo (node_modules/lerna/dist/index.js:5681-5687). It ignores --provenance=false and NPM_CONFIG_PROVENANCE. Turning it off would mean either going back to long-lived npm tokens or patching lerna, as UI5/webcomponents#14166 did. Either way we would lose the signed build record on npm.
Serial publishing. We already publish with concurrency: 1 and still hit it. See also swagger-api/apidom#5270.
More retries. Each retry re-signs and can collide again. Run 41117702249 used 5 attempts and gained nothing after the first.
sigstore-js#1709 (merged 27 Oct 2026) makes TLogClient recover from this 409 by default. It is not released yet (latest sigstore / @sigstore/sign is 5.0.0). It also keeps an explicit fetchOnConflict: false unchanged, and sigstore's config passes exactly that. So it will not help npm or lerna publishers until sigstore's config changes too. Until then, a timeout long enough that the client never retries a committed request is the most direct mitigation.
What changed
modules/*/package.json (13 published packages): add publishConfig.timeout: 300000. The existing access: "public" in docs and styling is kept.
utils/spec/sigstore-timeout.spec.ts:
Fails if any published package is missing a numeric publishConfig.timeout of at least 60000.
Runs the real lerna publish from-package against a fake registry and checks that the timeout reaches libnpmpublish as a number. This is the lerna behavior the fix depends on, and it is undocumented, so this test is meant to fail loudly on a lerna upgrade that changes it.
No workflow, lerna or publish-script changes. Every publish path (release, recovery, complete-unpublished, canary) goes through lerna publish, so all of them pick this up.

Release Note
Fixes intermittent npm publish failures (TLOG_CREATE_ENTRY_ERROR 409) by giving Sigstore's provenance upload a 5 minute timeout. Each published package.json now has publishConfig.timeout, which only affects publishing.

Codemods
Is depending on lerna's publishConfig passthrough acceptable? It is how lerna 9.0.1 works (publishConfigToOpts), not a documented option. The spec guards it. The alternative is a patch-package patch that maps fetch-timeout to timeout in lerna's npmPublish, which is equally tied to lerna's internals.
Is 5 minutes right? It matches npm's default fetch-timeout. It also applies to the registry PUT, which today has no explicit timeout from lerna.
Testing Manually
yarn vitest run utils/spec (38 tests) and yarn typecheck:specs pass locally.
The Rekor reproduction and the lerna option capture above were run locally. Nothing was published.
Not verified end to end: that needs a real release while Rekor is slow. After this merges, the release it triggers should publish all 13 packages in the release action itself, without needing the recovery step. If a 409 still appears, check its Rekor entry's integrated time against the 409 timestamp, as in the table above. Please note the result on this PR.
Known gaps (not in this PR)
v15.1.17 is still incomplete:react, preview-react, labs-react, docs and styling-transform are missing from npm. Run Publish to npm with complete-unpublished on support to finish it, or let the next release publish v15.1.18.
Recovery script still trusts lagging registry reads.utils/publish-packages.mjs decides what is missing from registry reads, which can lag by minutes, and the action's first publish pass is invisible to it. With the 409s fixed this should rarely matter, so it is left alone here.
Upstream follow-ups: lerna should pass fetch-timeout to Sigstore the way the npm CLI does, and sigstore should stop hard-coding fetchOnConflict: false. Worth an issue on each, plus a note on npm/cli#10078.
Notes
This targets support so it forward-merges to master and the prerelease/* branches, the same route as #4218, #4224 and #4232.
lerna does not pass npm's fetch-timeout to sigstore.attest, so Sigstore
uploads each provenance entry to Rekor with its 5 second default. When
Rekor takes longer, the client resends an entry Rekor already wrote, gets
"409 an equivalent entry already exists", and the publish fails with
TLOG_CREATE_ENTRY_ERROR.
lerna copies publishConfig keys into the libnpmpublish options with their
JSON types, so publishConfig.timeout gives Sigstore a numeric timeout.
npm_config_timeout would arrive as a string, which Sigstore rejects.

Package manifests add a publishConfig.timeout value of 300000. A new spec checks timeout values in tracked, non-private packages and verifies that Lerna passes the configured value to libnpmpublish.
The spec checks that tracked, non-private packages have a numeric timeout of at least 60000. It also verifies that Lerna passes 300000 as a number to libnpmpublish.

minimumTimeout is 60000, so a manifest with a one-minute timeout can pass. All published manifests use 300000, and the lerna fixture does not detect this regression because it supplies 300000 directly. This is an additional coverage gap, not a current publishing failure.

Update the minimumTimeout constant in the sigstore timeout spec from one minute
to five minutes (300000), so manifests with shorter timeouts fail validation.
