Adds reusable enum-only supervisor transport with typed receipts before response and nine offline tests. Key isolation, actual transport counts, diagnostic/ranking separation and fallback verified. TASKS/PILOT document integration and egress/cache limits. No live trial or efficacy claim. Stacked on PR295.
