Review comments at @src/outputs/assets/dashboard.html:
- Around line 196-198: Update the style-loading flow around L.maplibreGL to
retain the added layer and observe errors through layer.getMaplibreMap(); when
an initial or required-source failure makes the vector basemap unusable, remove
that layer with map.removeLayer and invoke raster(fallback), while leaving
transient individual tile errors alone.
- Around line 196-197: Before creating the MapLibre layer in the style-loading
`.then` callback, resolve relative `sprite`, `glyphs`, source `url`, and source
`tiles` values against `cfg.style`, preserving already absolute URLs. Pass the
normalized style to `L.maplibreGL`.

ea8fa2e, relative style URLs: resolved against the style URL, restoring the {…} template braces that new URL() percent-encodes (the suggested diff would have broken fonts/{fontstack}/{range}.pbf and {z}/{x}/{y} tile URLs). Also handles the array form of sprite. ea8fa2e, fallback after style load: falls back to OSM raster on any error before the map first loads, or on a source-level error afterwards; individual tile errors are left alone. 77800ad, docstrings: every function touched by this PR now has a doc comment. |

- Line 218: Update the MapLibre error handling around the `fellBack`, `e.tile`,
`loaded`, and `e.sourceId` guard to detect persistent failures across visible
tiles or the required source, rather than ignoring every tile error. Trigger the
configured raster fallback when failures are persistent, including cases where
MapLibre suppresses 404 error events, while continuing to ignore a single
transient tile error.

Closes #184.
CARTO now requires an API key, so every dashboard tile is an “API KEY REQUIRED” placeholder. Even though CARTO vector services do not require an API key at present, it is expected to happen in the future as well.
This switches the provider to OpenFreeMap using the same OpenStreetMap data as before; even allowing for the use of self-hostable mapping service. It renders with MapLibre under the existing Leaflet overlays.
New [outputs.map]: style (dark/positron/bright/liberty/fiord), style-url (any MapLibre style), format = "raster" (OSM tiles). Falls back to OSM raster without WebGL or if the style fails.
No server-side fetching or keys. CI steps green; tested live in a browser.
