Guard KubeadmControlPlane and KubeadmConfig reconciliation with the existing cluster-aware DR standby detector. Business-cluster resources requeue without mutation while the global cluster remains active; detector errors fail closed. Also grant the KCP manager read access to the kube-public/etcd-sync ConfigMap.
