Raise dependency floors for starlette, urllib3, idna, pillow and pip - #245

Pins starlette>=1.3.1, urllib3>=2.8, idna>=3.15, pillow>=12.3 and pip>=26.2 in requirements.txt so the post-pull reinstall and the startup drift check pick up releases that clear published advisories. assets/dependencies.md documents each new entry.
