Add groups to the github-actions entry: `actions/*` + `github/*` and `changesets/action*` at every level, and a minor/patch catch-all for the rest, so sub-actions of one repo (#893–#895) and routine bumps arrive as one PR while third-party majors stay separate. Document in the repos and workflows rules that Dependabot alerts on `repos/effect/pnpm-lock.yaml` can't be silenced from `dependabot.yml` and need a repo-level auto-triage rule by manifest path.
