Based on #17196. The first commit is from the base branch, so please review only the second commit 739bdcf.
This PR adds the
legacyTimestampMappingflag toAvroGenericRecordToRowDataMapperandRowDataToAvroGenericRecordConverterto support conversions to and from Avrolocal-timestamp-*values.
