build(release): publish nightlies as coreai-opt-nightly - #156

- `build.py --nightly` builds under `<name>-nightly`, renaming `[project] name` with `rename_package` for the duration of the build, so the `coreai-opt` release history lists only releases - `nightly.yml` points its environment URL at `https://pypi.org/p/coreai-opt-nightly`; the schedule, `pypi-nightly` environment, and `.dev<UTC-timestamp>` versions stay the same - `RELEASE.md` documents `uv pip install coreai-opt-nightly` and the PyPI pending-publisher setup
