See docs/CHANGELOG.md [7.2.3]. Clears the directory validator's ALLOWED_TOOLS_BROAD and HOOK_GRANTS_PERMISSION holds and its ICON_MISSING warning before the first submission.

the broad allow the kit's own rails warn against, and the directory validator holds it. The
icon is set before the first directory submission because the listing takes it only once.
