Issue #: Related to bcgov/entity#34618
Description of changes:
Remove Poetry's download cache in the dependency-install layer. Compressed linux/amd64 layers drop from 757.7 MB to 628.0 MB (17.1%). Application files, installed packages, certificates and startup settings match.
Both images passed 4,508 tests (40 skipped), Gunicorn startup checks and fresh/repeated database migrations.
