feat(config): add ordered per-OS key binding behaviors - #53

Support structured per-OS bindings with ordered zoxide and cj behavior chains while preserving legacy string configuration. Add defaults, validation, canonical serialization, tests, and documentation. This establishes the configuration foundation; shell dispatch follows separately. Refs #44
