feat(config): use hidden local file and expand tilde paths - #84

Change local configuration discovery to the hidden `.jevwise.toml` name and switch the global namespace to `jevwise/jevwise.toml`, dropping the legacy `ts-jev/config.toml` location. Explicit `--config` and XDG paths now expand a leading `~/` to the current user's home for init, view, edit and runtime loading, while rejecting `~otheruser` and shell/environment evaluation. Local discovery inspects only the exact hidden name; visible `jevwise.toml`, `config.toml`, `configs.toml`, YAML files and ancestor configs are never auto-loaded. Custom upstream-key variables still work through TOML `$NAME` references without overriding the precedence of environment keys. Update the configuration and development docs plus tests to reflect the new file names, tilde handling and discovery rules. BREAKING CHANGE: legacy `ts-jev/config.toml` and visible `jevwise.toml` are no longer discovered; migrate manually or select them with `--config`.
