ci(.github): attribute release commits to technical app bot - #2

Set GIT_AUTHOR and GIT_COMMITTER identity for semantic-release so the release commit shows the technical app's own avatar instead of a generic identicon. The email uses the bot user id prefix to correctly match the app account.
