New-chat controls currently reset the focused conversation and are disabled while its agent is running. Open a separate workspace tab instead, preserving the running conversation and its draft. The project-row plus button carries the selected workspace, and the sidebar shows newly created chats immediately while global history catches up.
Report an inline retry message when the workspace compositor cannot handle a project-row request. Keep existing pane-kind and thread-opening calls compatible.
