fallback_providers=["secondary"]toSandboxManager.create_sandbox()silently skips the configured default provider whenprovideris omitted. A healthy default is never tried, so adding a fallback changes the primary provider.Resolve the requested/default primary first, then append the fallback list. Explicit provider selection and fallback-on-failure keep their existing behavior.
Validation: both new cases fail on main because the primary is never called. They now cover a healthy default and a failing default; all 210 offline tests pass (1 credential-dependent skip, 30 integration tests deselected). Full Ruff and Black pass. Mypy retains the 57 existing base diagnostics; it is advisory in repository CI. No cloud sandbox was created.
