Release v2026.10.25: add brainspike, upgrade all pins, allow JAX 0.12 - #146

brainpy-state leaves the pin set: brainpy.state ships with BrainPy 2.9.0, and the NEST-compatible models are in brainspike. Add a brainspike Simulator smoke test, move the NEST tutorial to brainspike_NEST_compatible.ipynb (re-executed), and update the README, index, install page and BrainPy migration docs.
Drop the precursor / maintenance / classic framing from the BrainPy pages: brainpy is the general-purpose brain dynamics programming package, and the migration notes cover porting DynamicalSystem models to the brainstate-based APIs.
