This repo's only PR template is for contributor ladder promotion requests, which does not apply to this change, so this is a plain factual description instead.

What changed: removed cilium/ebpf.io-summit from the Historical repositories table, since it no longer exists anywhere in the org. Corrected the display name for terraform-gke-ci-management-cluster, which was listed as terraform-gke-management-cluser while its link already correctly pointed to the real repo.

Why: both entries are stale per REPOSITORY-GUIDELINES.md's own Historical scope, which this file is meant to accurately reflect.

How tested: confirmed cilium/ebpf.io-summit and cilium/terraform-gke-management-cluser both return 404 via the GitHub API, and confirmed cilium/terraform-gke-ci-management-cluster exists and is archived.

Removed cilium/ebpf.io-summit, which no longer exists anywhere in the
org under that name or a similar one, and corrected the display name
for terraform-gke-ci-management-cluster, which was listed as
terraform-gke-management-cluser while linking to the real repo.

I don't think it's useful to consider or make further changes to existing entries in this list unless we change their classification away from historical.
