[scuffi]

Turns triage on for every new issue, replacing agent-think's issue triage on this repository.

• Trigger: authors: [scuffi] becomes authors: any, so every newly opened issue is triaged, not just test issues.

• Chat: a message is sent only for a priority: high issue that gardener-fix can't resolve on its own, meaning it needs a maintainer's decision (such as a breaking change or a new API), information or access the bot doesn't have, or work outside this repository. High-priority issues that gardener-fix can handle no longer post to the channel.

• Per-author limit: each non-maintainer gets 10 triage runs a day, up from the default of 3, so prolific reporters aren't skipped. Maintainers have no per-author limit.

The lockfile and gardener-triage.yml are regenerated with Gardener 0.1.19.

Rollout

Kept as a draft until agent-think stops triaging this repository. Merging before then would triage each new issue twice.
