About the pull request

Makes the look_up holograms (the eyes visible for observers when a mob is looking at a Z-level above) visible for all mobs, notifying mobs on a second z-level when people on a lower level are targeting upwards.

Explain why it's good for the game

Nice quality-of-life, and important visual feedback for multi-z gameplay and combat. Helps prevent situations where high-grounders are unfairly taken by surprise by lower-level fighters.
