Adds Tobias Kässer to the maintainers list in OWNERS.md and alphabetizes both files: OWNERS.md by last name, CODEOWNERS by GitHub handle. @kaessert was already added to CODEOWNERS by 9cef7f4, which was pushed directly to main without review. Sorting the names gives that line a real diff, so the addition gets reviewed and recorded here alongside theOWNERS.mdchange.Granting @kaessert the Admin role on the repo is a settings change and is tracked in #126.
