Use Ubuntu 24.04 for both matrix entries.

Playwright 1.56.0 does not support Chromium installation on ubuntu-26.04. The Ubuntu matrix jobs can fail at uv run playwright install chromium. Change both runner values, including the Python 3.12 primary entry, to ubuntu-24.04.
