Fix CI: update deprecated GitHub Actions
CI currently fails on every PR and push at the "Set up job" step, before any code runs:

actions/cache@v2→@v4(this is the fix for the failure)actions/checkout@v2→@v4(v2 runs on a deprecated Node version)composer.lockis not committed, sohashFiles('**/composer.lock')was always empty and all three matrix jobs (7.3, 7.4, 8.0) shared onevendorcache. Avendorbuilt on PHP 8.0 could be restored into the 7.3 job. The key now uses the matrix PHP version plus a hash ofcomposer.json.
