Use shared ruff lint workflow

This replaces the repo's own lint job with a shared one from databio/actions. It runs the same two checks as before (ruff check and ruff format --check), but installs ruff faster and uses one ruff version set for all databio repos, so they all stay in step. A repo can still pick its own version if it needs to.
