[KiPart BUG]pip install fail with UnicodeDecodeError in Windows 10 CN #83

Describe the bug
Can't pip install kipart, it will fail with UnicodeDecodeError

To Reproduce
Steps to reproduce the behavior:

  1. Use Windows 10 CN
  2. Open powershell
  3. input pip install kipart
  4. See UnicodeDecodeError: 'gbk' codec can't decode byte 0x94 in position 1070: illegal multibyte sequence

Expected behavior
Successfully installed.
