Keep Python 3.11 supported with NumPy <2.5 on that interpreter; retain the new >=2.5.4 floor on Python >=3.12. Restore APS, CHAP and CompanyScope fixed inputs to their recorded tested_against versions instead of silently changing the historical fixed environments. Regenerate affected locks with universal platform markers; refresh the demo lock for its new OpenAI floor.
Fresh Python 3.11 environments: Sentinel's floating development requirements install with NumPy 2.4.6 and pass 17 tests; hash-required APS/CHAP/CompanyScope fixed installs pass dependency consistency and 92/19/8 tests respectively. Eleven lock compiler runs pass. The SDK adapter suites, Python 3.12+ NumPy path and full hosted conformance matrix were not rerun; they remain required before merge. No fixed integration compatibility or tier claim is advanced.
Cherry-pick c919590 into the existing PR. Published tree equals the locally validated source tree; hosted CI and independent review remain. DCO signed; prepared with Codex.
