Implement partition locking mechanism with R interface - #14

- Added `lock.h` and `lockExports.cpp` to define and implement partition locking functionality. - Introduced functions for acquiring, releasing, and managing locks on partitions. - Implemented advisory locking using file-based mechanisms compatible with both POSIX and Windows. - Created helper functions for testing partition locks in `helper-lock.R` and `test-lock-process.R`. - Developed comprehensive tests for partition locking behavior, including scenarios for concurrent access and timeout handling in `test-lock.R` and `test-partition-create.R`. - Ensured that locks are properly released upon process termination and that temporary files are managed correctly during partition writes.
