This PR updates the getting-started documentation to align with the PVSystem.tracker_max_rotation_angle field introduced in PR #32, removing the prior implication that tilt controls tracker rotation limits.

- Updates the PVPlant builder parameter table to separate
tilt(fixed-tilt only) fromtracker_max_rotation_angle(tracker rotation bound). - Updates the quick-start tracker example to set
