baseline: pin the rebuild to #222 and re-lock the three binaries - #223

PINNED_REV 7eb9669 -> 28483a4 (the squash commit of #222). The old revision predates develop's library visibility batch, so the pinned compiler could not compile the current sources and the fixed-baseline comparison leg was unusable. REBUILD.md records the new current generation and keeps the old row in the history table.

rebuild.sh从28483a42重建：三个 sha 与白名单逐条一致，冒烟返回 42。parity_run.sh：89 档，54×0 / 35×1，暖态 89 档 FAIL=0。parity_run.sh：同一分布（合入前后一致）。
