Purpose

The OSGeo4W CI job started failing on 2026-09-25 across main and multiple
PRs, with no corresponding GRASS code change: a re-run of a previously
passing main run from the day before now fails too. All failures are
ImportError: DLL load failed while importing _gdal: The specified procedure could not be found when importing osgeo.gdal.

The osgeo4w.yml workflow installs whatever is currently latest on
https://download.osgeo.org/osgeo4w/v2/ (no version pinning,
upgrade-also: true). Between the passing and failing runs, gdal moved
from 3.13.3-1 to 3.13.3-2 (rebuilt 2026-09-25, matching commit
jef-n/OSGeo4W@60c26bff, a backport of OSGeo/gdal#15007 touching
gcore/gdaldllmain.cpp).

What this PR does

Adds one temporary step to .github/workflows/osgeo4w.yml, right after
OSGeo4W setup, that downloads gdal-3.13.3-1.tar.bz2 and
python3-gdal-3.13.3-1.tar.bz2 and force-extracts them over the freshly
installed 3.13.3-2 build, then lets the rest of the workflow run
unmodified.

If the pytest failures disappear with this revert, it confirms the gdal
3.13.3-2 rebuild as the regression source.

This PR is for CI investigation only and is not meant to be merged.

…rge)

Test whether reverting gdal and python3-gdal from the newly rebuilt
3.13.3-2 to the previously working 3.13.3-1 fixes the "DLL load
failed... The specified procedure could not be found" ImportError
seen when importing osgeo.gdal in the OSGeo4W CI job since 2026-09-25.

Temporary, for CI investigation only.

gdal313.dll ships in the gdal313-runtime package, not in the gdal
package (which only provides CLI tools); the previous commit's URL
also had a duplicated path segment, causing a 404.
