feat(dots): track the global Empryo config - #100

Empryo replaces a symlinked config.json with a regular file on every settings write, so that file is seeded by copy and the rest are stowed. Bootstrap installs Empryo after stow and skips when the binary exists. - just stow dots pre-creates ~/.empryo, or stow folds the whole dir in - ~/AGENTS.md stays out of stow; it is Pi's home config
