Add OTel metrics diagnostics file docs
Closes #6853
When Elastic Agent runs with OTel-based Elasticsearch monitoring enabled (9.5+), it writes collector metrics to elastic-agent-metrics.ndjson.zst, automatically included in every diagnostics bundle.
diagnostics.md — Note that the bundle includes this file when OTel-based ES monitoring is active.
elastic-agent-monitoring-configuration.md — New "OTel monitoring" section describing the file location and its automatic inclusion in diagnostics bundles.
Both additions scoped to stack: ga 9.5+ per elastic/elastic-agent#14506.
