fix: generate app artifacts in deploy CI

Summary

• run deploy CI on the repository's declared Node 22.14 runtime
• migrate app databases and generate React Router route types plus Prisma clients before validation
• repair npm's optional dependency lock metadata and explicitly lock native binaries for every x64 CI platform
• scope setup linting to workshop tooling instead of duplicated, intentionally incomplete exercise apps
