Code Scanning's version-only rewrite misses scan-action's SHA-pinned VBuild dependency, leaving GitHub to download the internal action without the checkout PAT.
Read that dependency's ref, check out the same runtime with the existing PAT, and rewrite it to the local action path. This takes four shell lines per job and removes the independent runtime version pin.
Validated against the actual scan-action manifest and tag, prerelease, branch, SHA and quoted-ref fixtures in all four job variants across the two repositories. actionlint, whitespace checks and independent review passed. No changelog entry is needed for this CI-only change.
