Ready branches can be batched and validated through the shared shipping queue. Add a manual acceptance entry point where needed and publish its actual validator result as GitHub Actions commit statuses, using a separate job that never checks out candidate code.
Keep the existing main validation and release/deployment gates. Cancel only superseded PR validation. Queue activation remains disabled until this PR passes and its repository-specific check-mode pilot succeeds.
Validation: changed workflows pass actionlint; live PR validation is running. The coordinator continues to require successful required jobs from the latest manual run for the exact candidate SHA; receipts remain audit evidence.
