Let's start by seeing if this passes CI.
I played with 1.13 a bit locally.
Pluto.jlcomplains it is unsupported, but then seems to run OK on Linux. We can pretty much forget Pluto on Windows: 1.10.7 works, 1.12.3 still doesn't. I've no idea about Mac (that statement is globally true).
