Add an Integration workflow that checks formatting, lint, generated Python/Go bindings, Python tests, and the Go client against the Python service. Add a digest-pinned Chainguard Dockerfile and a Platform-style Deployment workflow that publishes ARM64 images to GHCR after successful main-branch Integration runs or manual dispatch.
Run protoc in a subprocess for the vendored-proto compatibility test. Importing its native compiler into the OR-Tools test process aborts on Linux due to a native protobuf library collision.
Validation: actionlint, YAML validation, lint/format, generated-binding checks, all 29 Python tests, Go/Python integration tests, and commit/push hooks passed locally. Linux Integration CI passed on commit 1f13e64: https://github.com/fanscore-ch/optimizer/actions/runs/37057919759. The container build has not been run locally because no Docker daemon is available.
