Preserve Context in a shared toolbar, add virtualized project browsing and source tabs, and serve scoped sandboxed HTML previews. Tracks docs-local/issues/#219. Repair default browser fixtures against the current login, Ops layout, and fetch SSE contracts after reproducing their failures on clean origin/dev (docs-local/issues/#221).
Render bounded UTF-8 Markdown with GFM tables, tasks, code, heading anchors and scoped relative assets. Share existing source/preview/new-tab controls, preserve HTML capability scope, and disable active Markdown content in iframe and standalone responses. Tracks docs-local/issues/#222; header redesign remains a review-only mockup pending owner confirmation.

Implements docs-local/issues/222-20261102-unify-project-creation-files.md (s694). All creation paths share state refresh, owner stamping and registry updates; seed only AGENTS.md for an empty project and stop generating CLAUDE.md or workflow.yaml. Preserve existing teams unless explicitly supplied, keep user files on refresh and force, and align the documented footprint. Validate with make check, make test, and make test-web in an isolated HOME/CCTEAM_HOME with a deterministic Claude availability probe.
Route the embedded DSH UI through the existing authenticated proxy at /dsh/ so HTTP and HTTPS reverse proxies preserve the external origin. Keep the dedicated companion listener available and make plugin API, stream, upload and attachment URLs follow the DSH mount. Requirement: docs-local/issues/#230. Verified native DSH in Chromium through direct main and companion ports and default-port HTTP/HTTPS proxies, plus the required Rust, SPA and plugin gates.
Ship the approved dev cycle: file workspaces and previews, session context and reply controls, touch navigation, minimal project creation, FIFO placement, and DSH native contracts and same-origin embedding. Keep workspace crates, the DSH plugin, engine pins and embedded plugin at 0.13.1 without resolving unrelated dependencies. Engine platform packages are stamped from the tag by the existing packaging workflow. Requirement: docs-local/versions/v0-13-1/prd.md; owner explicitly requested v0.13.1.

Release the current dev cycle as v0.13.1.
Workspace crates, plugin constants/manifests, engine dependency pins and the reproducible embedded plugin are 0.13.1. Platform engine manifests receive the same version when packaged from the release tag.
Requirements: docs-local/versions/v0-13-1/prd.md; #219–#228 and #230. The local project-creation #222 is distinct from the other machine's Markdown-preview #222; both are included.
Validation:
Owner explicitly authorized v0.13.1, merge-commit release and tag publishing. Production daemon deployment is separate.
