out_azure_logs_ingestion: split payloads over the 1 MiB request limit - #12696
The Azure Logs Ingestion API rejects request bodies over 1 MiB (413 ContentLengthLimitExceeded). azure_logs_ingestion sent each flushed chunk as one request, so a chunk whose JSON was larger than that, even after gzip, failed on every retry.
The output now splits a chunk when its payload is over the limit, as the issue proposes:
It records the end offset of every record in the chunk, then formats (and gzips, when compress is on) the records.
If the payload is over 1 MiB and holds more than one record, it splits the records in two halves and sends each half the same way, so every request stays under the limit and records are never split.
It stops at the first request that fails and returns FLB_RETRY, so the chunk is retried. As the issue notes, records that were already accepted are sent again on the retry.
A chunk under the limit is still sent as one request, exactly as before.
The OAuth token is fetched once per flush and reused for all requests, and each request gets its own upstream connection. A single record that is larger than 1 MiB on its own is still sent as one request, which the API rejects as before.

Notes
I added the integration scenario test_out_azure_logs_ingestion_splits_payloads_over_1mib with out_azure_logs_ingestion_large_chunk.yaml (below). It sends 500 records of about 3 KB, about 1.5 MiB uncompressed, to the suite's fake endpoint. It checks that they arrive in at least two requests, each at most 1 MiB, and that all 500 records are delivered.

- name: azure_logs_ingestionmatch: azure_logs_ingestioncompress: off# tenant/client/dce/dcr settings point to the suite's fake endpoint
On Ubuntu 24.04, I ran the scenario as AGENTS.md describes, normally and with the memory checker:
The strict Valgrind run fails on any memory error or leak, and both scenarios passed under it. Log excerpt from the Valgrind run of the new scenario: one token request, then the chunk split into two data requests:
The existing scenario (test_out_azure_logs_ingestion_legacy_oauth2_and_payload_format, one small gzip request) passes unchanged. The commit prefixes pass .github/scripts/commit_prefix_check.py.

New Features
Large Azure Logs batches are now split into multiple requests to keep each request within the 1 MiB payload limit.
Compressed payloads are also split when needed, while individual records larger than the limit can still be sent.
The Azure Logs Ingestion output now splits oversized multi-record payloads into requests no larger than 1 MiB. A new integration scenario sends 500 large records and checks request sizes and delivery.

Payload sizing and range sending plugins/out_azure_logs_ingestion/azure_logs_ingestion.h, plugins/out_azure_logs_ingestion/azure_logs_ingestion.c
The output defines a 1 MiB request limit and sends prepared record ranges. It splits oversized multi-record ranges in half and sends each half in order. Compression failure falls back to uncompressed JSON.
Flush callback and record offsets plugins/out_azure_logs_ingestion/azure_logs_ingestion.c
The flush callback collects record byte offsets, obtains one OAuth token, and passes the full range to the range-sending helper. It frees the offsets and token after sending.
The scenario configures 500 large records. The test checks that delivery uses multiple requests, each request is at most 1 MiB, and exactly 500 records arrive.

Explanation
Issue [#12409] requires record-aligned splitting for payloads over 1 MiB, support for compressed payload sizing, and retry or error status on failed requests. The PR records event offsets, formats and optionally compresses each record range, recursively splits oversized ranges, and sends each request separately. It stops on the first failed request and returns FLB_RETRY; formatting failures return FLB_ERROR. A single oversized record remains unsplit. The new integration test verifies multiple requests, a maximum body size of 1 MiB, and delivery of all 500 records. The existing compressed request test remains covered.
Full details: Out of Scope Changes check
Explanation
The changes stay within issue [#12409]. The header constant supports the API limit. The output refactor implements token reuse, request handling, and record-aligned splitting. The integration configuration and test verify the required behavior. The Service environment extension only supports the new test configuration. No unrelated production behavior or unrelated test scope is evident.

Add a compressed case that exceeds 1 MiB after gzip.
This scenario sends only uncompressed requests (compress: off). Its 500 records are identical, so gzip reduces the payload to a small size. Setting compress: on here would not trigger splitting. No integration case in this scenario directory covers splitting with compression enabled, although the linked issue requires that behavior.
Add a second case with compress: on. Because copies: 500 repeats one record, make each record's content distinct, for example with separate dummy inputs that use different values. Use content that stays large after compression, such as high-entropy random text generated by the test, and size the input so the gzip body exceeds 1 MiB. Assert that more than one request is sent, that each transmitted request body is at most 1 MiB, and that all 500 records arrive. Keep the existing uncompressed case unchanged.
