Replace `eslint` v7 with `oxlint` v1 by updating `@folio/eslint-config-stripes` to v10. Most of the changes amount to adding exemptions for the chai-style assertions used by many tests. The `lint-templates` script was removed because the `resources` directory it purports to audit was removed in PR #198 in 2019. Refs STCLI-290
