Set up a Python virtual environment with the dependencies needed to run the repo-wide README generator (enforced in CI) plus the runnable Foxglove SDK Python tutorials (ROSCON Spain 2024 CSV->MCAP and the EtherNet/IP integration). Co-authored-by: mat <mat@foxglove.dev>

Summary
Adds a Cloud Agent development environment for the Foxglove tutorials repository so agents can run, test, and demo the tutorials end to end.
The repo is a heterogeneous collection of tutorials. This environment targets the pieces that are runnable without external hardware or a full ROS install:
.utils/generate_readme.py), which is the only check enforced in CI (Autogenerate README).Changes
